Express Entry is a system used by the Canadian government to manage applications for Canadian permanent residence through certain economic immigration programs. Designed to facilitate the immigration of those who are most likely to succeed economically, Express Entry favours highly-educated twenty-somethings fluent in either English or French.
As a system used in managing the federal responsibility of immigration, Express Entry can be altered or ended the next government in power.
The main criticisms surrounding the system are that it, in the words of Morton Beiser and Harald Bauder (2014) of Ryerson University, “mainly serves employers, treating immigrants not as future citizens or members of Canadian communities and families but merely as convenient or cheap labour.”
I personally disagree with this stance because to successfully immigrate and integrate into a nation, you must be able to provide value and build the economy of your new home. I also find the belief that highly-skilled immigrants will be no more than cheap labour ludicrous; immigrants are 200% more likely to start businesses and 51% of companies valued at $1 billion or more were founded by immigrants.
tl;dr: Yes, the federal government, led by the Prime Minister, can alter or end this program, but unless they have plans to put in place a superior framework for selecting and integrating new Canadians, doing so is certainly questionable.
